The Wyoming Outdoor Recreation Grant program awarded a total of $4 million to fund six projects on the Wind River Indian Reservation. Made available through the American Rescue Plan Act (ARPA), the program was established to award funding for outdoor recreation projects in communities that were disproportionately affected by the pandemic.

This project will enhance & increase access to trailheads at Mosquito Park, Washakie Park, and St. Lawrence Basin in the Wind River Range. The project includes wayfinding, educational, and trailhead signage; tribal permit kiosks; parking improvements; vault restroom facilities (upgrades to existing); picnic areas; trailhead cabin renovations at all three locations to utilize for educational purposes, youth programs, and women’s programs; and small buildings for Tribal Fish & Game employees. The project, which is a component of a larger ecotourism strategy, will provide a great experience for tribal members, families, and tourists. The project will also support a unique educational and cultural experience grounded in Indigenous values and traditions.
The Wind River Lakes Project will focus on Bull Lake, Dinwoody Lake, Moccasin Lake, and Ray Lake, which are all significant historical sites that are accessible to tribal members and the general public. This project is comprised of significant renovations and upgrades to the visitor amenities, including wayfinding and educational signage, tribal permit kiosks, vault restroom facilities (upgrades to existing outhouses), picnic areas and pavilion-type structures, and improved boat ramps.
This project will provide an outdoor education center, a circular pavilion-type structure, at the Wind River Tribal Buffalo Initiative’s headquarters with a concrete base, picnic tables, directional and educational signage, and a public restroom. This project complements the Recompete Tribal Buffalo Center project. The combination of new indoor and outdoor facilities will be used to promote restoration of wild buffalo populations, deliver educational programs, advance conservation research, and host cultural ceremonies.
This project will expand on the current programming of Eastern Shoshone Tribal Health and construct an outdoor movement center located adjacent to the new indoor gym. The outdoor facility will feature equipment for all age ranges and ability levels, including youth, elders, and persons with disabilities.
The baseball field in Fort Washakie is in need of maintenance and upgrades. The field is convenient to tribal members across the Wind River Reservation and, with upgrades, the field will encourage more outdoor recreation, exercise, and community building. The project will include renovations of the dugouts and announcer booth, signage, and general clean-up of the area.
This project will help to finish the newly constructed Powwow arbour by paving an area for vendors.
